The Palace Customary Council of Keraton Surakarta Hadiningrat raised the matter of the Decree of the Minister of Culture Number 8 of 2026. The decree forms the legal foundation for the ongoing revitalization of the historic palace in Central Java. According to the council, Maha Patih Tedjowulan was appointed to oversee the rehabilitation of the national cultural heritage site.

The decree dictates that the revitalization must preserve the national heritage site and its intangible cultural legacy. Based on the document, the designated executors are required to coordinate, synergize, and consult with the Pengageng Sasana Wilapa, the Customary Council, and the greater royal family.
Eddy Wirabhumi noted that the recent friction within the palace grounds on July 5 cannot be separated from the broader friction over the restoration project. The dispute centers heavily on the Keputren area. The palace council stated that access to this specific zone remains closed, which has brought the development work to a halt.
According to the council, GKR Koes Moertiyah Wandansari, known as Gusti Moeng, requested the opening of the Keputren and the sacred Ndalem Ageng chambers three separate times. The council maintained that the request was not an attempt to seize control of the site. They stated the intention was to open the gates together so that the revitalization and the traditional customs could proceed. The requests were made to palace representatives, but they have received no response.
