Two-Phase Free Fare Rollout for Millions of Commuters

The pioneering initiative aims to transform the southern metropolis's urban landscape by encouraging residents to transition from private vehicles to public transit. Local authorities are targeting a significant reduction in traffic congestion and carbon emissions, signaling a bold shift toward eco-friendly municipal planning.

To ensure a seamless user experience, the city has invested heavily in upgrading its transit infrastructure and renovating bus fleets. The sweeping subsidy program is scheduled to run continuously until the end of late 2026, offering long-term financial relief to daily commuters.

The free fare policy is structured in two distinct phases to manage passenger data effectively. From July until September 30, commuters can ride entirely free of charge with the city government directly compensating transport operators, while the subsequent phase starting October 1 will require identity verification via national ID, VNeID, or digital banking apps.

Specialized guidelines will be issued for vulnerable groups, including senior citizens, students, and tourists, to guarantee inclusive access during the digital verification phase. Transport authorities expect the policy to generate valuable data on commuter habits, laying the groundwork for future smart city infrastructure developments across Vietnam.
