The deep-strike operation, executed approximately 900 kilometers from Ukrainian-held territory, disabled vital infrastructure and prompted Moscow to temporarily halt flight operations at Pulkovo Airport while throttling municipal mobile internet networks to disrupt the drones' navigation systems. Local officials confirmed that debris fell near the strategic port of Vysotsk and the historic Peterhof Palace complex, marking one of the most significant aerial incursions into President Vladimir Putin's home region.

According to data released by Ukraine's General Staff, Kyiv's systematic campaign has successfully disabled 42.74 percent of Russia's total oil refining capacity as of early July, with financial damages to the industry estimated at $13.5bn since August 2025. While independent energy analysts place the operational disruption closer to one-third, the resulting fuel shortages have forced Moscow to extend petrol export bans and implement strict domestic sales restrictions across more than 40 regions.

In response to the strikes, Moscow's defense ministry claimed that its air defenses intercepted over 500 aerial targets, including 72 drones over the Leningrad region alone, warning that "Zelensky"s attempt to cause damage to civilian targets will not go unanswered.' Meanwhile, Russian forces launched retaliatory strikes on a gas production facility in Ukraine's Poltava region, an action Ukrainian state energy firm Naftogaz described as a deliberate effort to compromise domestic energy output ahead of the winter heating season.

The escalating aerial conflict coincides with diplomatic preparations ahead of the upcoming NATO summit in Ankara, where alliance members are expected to pledge 70 billion euros in military assistance to Ukraine for 2026. On the ground, intense territorial disputes continue as Kyiv vehemently denies Russian claims regarding the capture of the strategically vital defensive hub of Kostiantynivka in the Donetsk region.
