Indosat Ooredoo Hutchison and Arsari Group have launched PT Infra Fiber Teknologi to manage an 86,000 km open-access fiber network across Indonesia.

Boosting Indonesia Digital Economy Through Open Access Infrastructure

PT Infra Fiber Teknologi (IFT) will operate as an independent entity managing a vast digital infrastructure that includes backbone networks, domestic submarine cables, and access networks. The underlying assets were originally owned by Indosat before being divested to Hashim Djojohadikusumo's Arsari Group and Northstar Group, though Indosat retains a significant strategic stake in the venture.

The completion of this deal follows an investment agreement signed in December 2025, where Indosat and PT Aplikanusa Lintasarta transferred their shares to Arsari Group's investment vehicle, PT Nusantara Fiber Teknologi (NFT). This transaction generated approximately Rp11.7 trillion in gross proceeds for the Indosat Group, which will be utilized to fund its core operations, 5G expansion, and artificial intelligence capabilities, while maintaining a collective 49.9% stake in NFT.

"By delivering world-class fiber infrastructure through an independent, open-access platform led by industry experts, we aim to ensure that the benefits of AI, cloud, and next-generation digital services are felt more widely," stated Vikram Sinha, President Director and CEO of Indosat Ooredoo Hutchison. Concurrently, Aryo P.S. Djojohadikusumo, Deputy CEO & COO of Arsari Group, emphasized that the initiative focuses on empowering local businesses and securing the nation's future position in the regional digital economy.

Led by telecom veteran Hendri Mulya Syam, IFT plans to prioritize fiber rollouts in underserved regions with limited connectivity rather than focusing strictly on well-connected urban hubs. By adopting an open-access model, the newly formed venture intends to establish wholesale partnerships with telecom operators, hyperscalers, and cloud providers to improve nationwide infrastructure efficiency and expand high-speed internet access.
